Groeiend probleem met jongeren uit oorlogsgebieden
 Het incident in Antwerpen waarbij jongeren uit het voormalige Joegoslavië een agent bewusteloos sloegen is geen toeval. Het Antwerpse jeugdparket wordt de laatste jaren steeds vaker geconfronteerd met problemen met de specifieke doelgroep van jongeren uit oorlogsgebieden.

"Vooral de voorbije vier jaar zien we dat er een nieuwe groep probleemjongeren is bijgekomen", zegt Karen Dekoninck, die aan het hoofd staat van het Antwerpse jeugdparket, aan De Morgen. "Het zijn vooral jongeren uit ex-Joegoslavië of Romajongeren van wie we vermoeden dat ze in oorlogsgebieden geweest zijn. Dikwijls hebben die jongeren een heel ander normbesef dan de lokale jeugd, al hebben we geen bewijs dat er een link is met de oorlog."

De drie opgepakte daders van de aanval op de agent dinsdagavond waren met hun veertien, vijftien en zestien jaar zeker niet de jongste leden van de probleemgroep. "We zien hier ook twaalfjarige daders passeren, al zijn dat voorlopig nog uitzonderingen", aldus Dekoninck.

Het jeugdparket wijt de toename onder meer aan het vrije verkeer van personen in Europa. "Het is daardoor erg makkelijk geworden om van één land naar een ander te verhuizen", aldus Dekoninck. "Er is immers steeds minder controle."

Dat jongeren uit conflictgebieden met het gerecht in aanraking komen, vindt Dekoninck niet zo vreemd. "De jongeren en hun ouders wachten hier vaak jarenlang op een regularisatie, zonder middelen of met een beetje geld van het OCMW. Als je daarbij nog weet dat school lopen in veel van die families niet tot de cultuur behoort, worden de problemen eigenlijk voorspelbaar. Het is in het belang van die jongeren dat er veel sneller beslist wordt of het gezin blijft of terug moet."

Dekoninck vreest dat de groep probleemjongeren de komende jaren alleen maar groter zal worden. "We moeten ons daar op voorbereiden. Vergelijk het met de aankomst van de eerste generatie Marokkanen en Turken in ons land. Het heeft toen een hele tijd geduurd tot er ook aandacht aan die jongeren werd besteed."

Antwerpen is niet de enige stad waar jongeren uit conflictgebieden een probleem vormen. Nogal wat leden van zwarte jeugdbendes in het Brusselse zijn eveneens afkomstig uit dergelijke gebieden. Zo werden vorige maand nog zes Congolese bendeleden van de Black Wolves veroordeeld voor de dood van een rivaliserend bendelid.

In de zaak omtrent het busincident van dinsdag werd woensdagavond een derde verdachte uit het voormalige Joegoslavië aangehouden. Het Antwerpse parket vermoedt dat daarmee alle daders gevat zijn. De toestand van de 62-jarige agent die werd afgeranseld, was gisteren stabiel. (Kris Hendrickx)

Sekte Texas: pubers gedwongen tot seks met mannen
Honderden kinderen die donderdag weggehaald zijn uit een polygame sekte in Eldorado, Texas, zijn geconditioneerd om vanaf de puberteit seksuele relaties te hebben met mannen. Dat staat te lezen in juridische documenten die dinsdag gepubliceerd zijn.

Adolescenten van amper 13 jaar oud waren "spiritueel getrouwd" met mannen en werden gedwongen seksuele relaties met hen te hebben "met als doel kinderen te krijgen", zo schrijft een onderzoeker van de Texaanse kinderbeschermingsdienst in een verklaring. (afp/mvdb)

The Times: "KU Leuven is beste Belgische universiteit"

Gedaan met discussiëren, ’t is beslist. De Times Higher Education Section heeft opnieuw uitgepakt met een lijst van de 200 beste universiteiten van de wereld, en daaruit blijkt dat de Katholieke Universiteit Leuven nog steeds de beste cijfers scoort.

De KU Leuven is wel elf plaatsen gezakt, maar staat dit jaar op de 72ste plaats en is daarmee nog steeds de beste universiteit van België. Verder zien we in de lijst ook nog de Université Catholique de Louvain (op plaats 116), de Universiteit Gent (136), de Université Libre de Bruxelles (183) en de Universiteit Antwerpen (195) staan. De Amerikaanse Harvard University is nog altijd de allerbeste van de wereld. Yale (VS), Cambridge (Verenigd Koninkrijk), Oxford (Verenigd Koninkrijk) en het California Institute of Technology (VS) vervolledigen de top vijf.

In the year 2011, the international community witnessed historical events that changed the political landscape of the globe, ranging from the Arab Spring, to the “Occupy Wall Street Movement” and other protest movements around the globe. These transitions and protests were all facilitated and supported by the use of modern technology and the social media. These events represent, each in their own specific context, the people’s will for a change, whether it is political, economic or social and their unified demand for more equality and justice.

The events were each highlighted by the possibility for the people to better organize themselves and express their will through the social media, allowing them to gather millions of supporters around them within a very short period of time. When one compares these transitions to similar historical events, one can see that such changes have traditionally taken many years, rather than days, however once they do occur, they are sustainable and broad changes that are not then reversed.

The ICD therefore decided to focus the 2012 International Symposia on Cultural Diplomacy on this common goal of the public for more equality in the political, economic and social spheres. The Symposium will be divided into four main themes and will be hosted in three major international cities, which were chosen due to their relevancy to the theme of the conference. The Symposia will analyze the current global situation as well as future trends, strategies and the potential to counter political, social and economic inequality in the world.
